International motor transport license
If you decide to independently carry out road freight transport with a maximum permissible weight (from 3.5 tons), you will need an International Motor Transport License. Also, from May 22, 2022, with a maximum permissible weight of 2.5 to 3.5 tons, a license is required for commercial road freight transportation.

To apply for a license over 3.5 tons with a permissible gross weight:
The authorized/equity capital for the application for the first tractor must be at least 9000 EUR, which must be reflected in the financial statements of the company. For each subsequent tractor 5000 EUR.
If only vehicles with a permissible gross weight of 2.5 to 3.5 tons are used, the required authorized capital for the first vehicle is 1,800 euros, for each subsequent vehicle - 900 euros.
Тo determine whether a carrier registered in Estonia meets the financial capacity requirements established by Regulation (EC) No. 1071/2009, the financial amount is calculated depending on the number of vehicles used by the carrier, the value of which the carrier must own. capital according to the report for the previous financial year. For example: if a carrier operates three vehicles for which the carrier requests a certified copy/certified copy of a Community operating permit, the carrier's net worth must be at least €19,000 (€9,000 + €5,000 + €5,000).
If the amount of capital indicated in the carrier's annual report published in the commercial registry information system is insufficient to issue a certified copy/certified copy, the provider of the certified copy/certified copy may accept the following as an exception to the amount of the deficiency:
- the amount of a bank guarantee or surety,
- the insured amount of the professional liability insurance policy, - the amount of equity reflected in the balance sheet (interim balance sheet) approved by the auditor's report, or

The bank guarantee or guarantee must state that the document is intended to be submitted to the ERAA and that the carrier's compliance the financial capacity requirements established by Regulation (EC) No 1071/2009 of the European Parliament and of the Council are confirmed to the extent that the amount specified in the said document.
A “Chartered Transport Manager” is also required to apply.

A European international license is issued within 30 days after submitting an application with all necessary documents and is valid for 10 years from the date of issue.
